Court presentation alleges Pentagon- and DARPA-funded technology and accuses Bill Gates and Pfizer CEO Albert Bourla of involvement in a coordinated program alleged to be a military biological weapon

For the first time in a court proceeding, the COVID-19 mRNA injections were described as “bioweapons.” The claim was presented in a Dutch court by lawyer Peter Stassen, who is bringing a case against individuals he refers to as the “Architects of the Great Reset.” Stassen represents plaintiffs who say they were harmed by the COVID-19 injections. A clip of his courtroom remarks was shared in a video posted to Rumble on March 14, 2026 by Dr. Joseph Sansone, one of the expert witnesses involved in the case.

Sansone is among five experts associated with the lawsuit. Others mentioned include retired pharmaceutical research and development executive Sasha Latypova and former Assistant Secretary of Housing and Urban Development Catherine Austin Fitts. The argument presented in court relies in part on statements attributed to the late Professor Dr. Francis Boyle, a prominent professor of international law who helped draft the implementing legislation for the Biological Weapons Anti-Terrorism Act of 1989.

At the beginning of his presentation, Stassen referred to the statement of Joseph Sansone, which he said was based on a sworn declaration by Professor Boyle. Stassen described Boyle as one of the foremost authorities in the field of bioweapons legislation and emphasized that Boyle had authored the relevant legal framework and therefore understood precisely what the law defines as a biological weapon. According to the presentation, Boyle had concluded that the COVID-19 mRNA injection constitutes a bioweapon and had made this view publicly known. Stassen further stated that Boyle, who had been in good health, died shortly after agreeing to testify under oath in the case, in mysterious circumstances. Five other witnesses to the case also died in suspicious circumstances.

The central argument attributed to Boyle is that the COVID-19 mRNA injections contain derivatives of illegal military gene-function research. On that basis, it is argued that the injections qualify by definition as a military biological weapon system, or in other words, a bioweapon. In this view, the alleged bioweapon consists of two integrated components: a pathogenic load and a delivery mechanism.

According to the presentation, the pathogenic component is linked to what Boyle described as illegal gain-of-function research. Stassen referenced an article published in the scientific journal Nature Medicine in 2015 entitled “A Cluster of Circulating Coronaviruses in Bats Shows Potential for Human Emergence.” The summary of that research states that scientists synthetically created an infectious recombinant SARS-like coronavirus and demonstrated robust viral replication both in vitro and in vivo. Stassen explained that the article describes the creation of a SARS-like coronavirus with a spike protein optimized for human infection. He argued that this constitutes a clear example of gain-of-function research.

The article was authored by researchers affiliated with institutions including the University of North Carolina at Chapel Hill and the Wuhan Institute of Virology. Stassen pointed out that Wuhan later became widely known as the location where COVID-19 was first reported. According to the argument presented in court, the spike protein referenced in this research forms the pathogenic payload of the alleged bioweapon. In this interpretation, the spike protein is not simply a natural component but a synthetically engineered pathogen optimized for human infection. The mRNA in the injections contains instructions for human cells to produce this spike protein, which Stassen described as one of the two crucial building blocks of the alleged system.

The second component discussed in the presentation is the delivery mechanism used in the injections. The mRNA is encapsulated in nanolipid particles, which transport the genetic material into human cells. Stassen stated that these particles are sometimes described in public communications as simple “fat globules,” but he argued that this description understates their technological nature. According to the statement attributed to Boyle, the particles should instead be understood as part of a nanotechnology-enhanced delivery platform.

Stassen said that Boyle maintained that this technology was funded, developed, and conceived by the United States Department of Defense and its research agency DARPA. In this account, the nanotechnology platform was not an afterthought but a core component of a broader program. Boyle is said to have pointed out that the virus itself had been aerosolized and engineered with nanotechnology from the beginning, suggesting a long-term program aimed at developing advanced biological delivery systems. According to the argument presented in court, the same type of technology was later used in the COVID-19 injections.

The presentation concluded by stating that Boyle had determined the nanolipid particle delivery system used in the injections was the result of a government-sponsored program related to nanotechnological biological weapons research. In the materials submitted by Sansone, additional legal implications are discussed, including the claim that individuals such as Bill Gates and Pfizer CEO Albert Bourla could potentially be considered suspects in crimes against humanity as defined in the Rome Statute governing the International Criminal Court.

Professor of international law Dr. Francis Boyle described the COVID-19 injections in stark terms during an interview with Pelle Neroth Taylor, host on TNT Radio. In the conversation, Boyle said he refers to the COVID-19 “vaccines” as “Nazi COVID Franken-shots,” arguing that, in his view, the term vaccine does not accurately describe them. He stated that he is not part of any anti-vaccine movement but believes the word “vaccine” does not apply to the COVID-19 injections, which he instead characterizes as “Franken-shots.”

During the interview, Boyle said that the mRNA technology used in the injections originated from Pentagon-funded programs. According to Boyle, the United States Department of Defense financed and participated in the development of the technology used in the COVID-19 shots. He argued that these injections should be withdrawn from the market, prohibited, and destroyed because he considers them too dangerous for public use. In referencing current debates in the United States, Boyle pointed to actions in Florida, where officials have raised concerns about the injections, including statements by Florida Surgeon General Joseph Ladapo calling for their withdrawal over reported DNA contamination concerns.

Boyle also claimed that the adverse reactions and deaths reported after the rollout of the injections support his warnings. Drawing on his experience working with biological warfare law and related technologies, he said that at the beginning of the pandemic he predicted that any product developed by major pharmaceutical companies and presented as a COVID-19 vaccine would prove, in his view, to be “more dangerous than useless.” Boyle stated that he warned early on that the COVID-19 injections would lead to what he described as a humanitarian catastrophe, and he argued that current reports of adverse outcomes reflect that prediction.
