Lavrov Highlights Strength of Russia-China Partnership at International Conference

Russian foreign minister says Moscow and Beijing’s strategic partnership remains a stabilising force in global affairs as the two countries mark key diplomatic anniversaries.

Russian Foreign Minister Sergey Lavrov has hailed the enduring partnership between Russia and China in a message to participants of the 11th International Conference, Russia and China: Cooperation in a New Era, held on June 1.

Addressing the forum, which is jointly organised by the Russian International Affairs Council and the Chinese Academy of Social Sciences, Lavrov described 2026 as a significant year in bilateral relations.

He noted that 30 years have passed since the two countries declared what he called a “fundamentally new model” of relations based on equal partnership and strategic cooperation, while 2026 also marks the 25th anniversary of the signing of the Treaty of Good-Neighbourliness, Friendship and Cooperation between Russia and China.

Lavrov said the treaty, signed in 2001 by Vladimir Putin and Jiang Zemin, laid the foundation for the expansion of political, economic, cultural and humanitarian ties between the two countries.

According to Lavrov, the relationship has been strengthened through regular engagement between the two countries’ leaders. He noted that during Putin’s official visit to China in May, Russian and Chinese leaders agreed to extend the treaty for another five years.

The Russian foreign minister said the agreement continues to guide cooperation on issues including territorial integrity, non-interference in internal affairs, mutual respect for national development paths, and the maintenance of peaceful relations along the shared border.

Lavrov stressed that Russia-China relations are not directed against third countries and do not limit the sovereignty of either state. He also said the partnership has remained resilient despite external pressures.

He highlighted growing economic and educational cooperation, including the launch of the Russia-China Years of Cooperation in Education initiative by Putin and Chinese President Xi Jinping.

On international affairs, Lavrov described Russia-China cooperation as a stabilising factor in global politics, pointing to collaboration within institutions including the United Nations, the Shanghai Cooperation Organisation, the BRICS and the Group of Twenty.

He said Moscow and Beijing, together with partner countries, were working to promote what he described as a more just multipolar world order and greater security and cooperation across Eurasia.

Lavrov concluded by emphasising the importance of academic, scientific and expert exchanges in supporting bilateral relations and expressed confidence that the conference would contribute to strengthening cooperation between the two countries.
